    Current capabilities:
    - quota and reset-window visibility
    - billing and spend-related signals where supported
    - per-source thresholds and cooldowns
    - browser notifications, console delivery, webhooks, and TRMNL delivery
    - local activity log and alert feed
    - local-first storage with no hosted DevQuota control plane

DevQuota runs inside the browser and keeps its own working state on the device. It talks directly to enabled provider sites and optional user-configured delivery endpoints. It does not operate a publisher analytics pipeline or upload extension data to a DevQuota backend.
