Note: credit for this extension goes to https://chrome.google.com/webstore/detail/universe/oecmlnmneeeeiccpcohlffnipjhngmdk. I modified it because the text colors in that extension are not easy to see and the window frame colors are inconsistent after Google implemented the new New Tab Page layout. I emailed the original author of the theme to see if she could implement the changes but never got a reply.
