For security, you must manually allow the extension to read local files. Navigate to chrome://extensions, find CSV QuickView, and turn on the toggle for "𝗔𝗹𝗹𝗼𝘄 𝗮𝗰𝗰𝗲𝘀𝘀 𝘁𝗼 𝗳𝗶𝗹𝗲 𝗨𝗥𝗟𝘀".

Right-click any .csv file on your computer, choose "Open with", and select Google Chrome as the default application.
